use it in a 40/40 prot set of course. not many prot spells aren't enchantments so you'll use your staff a lot more, but it's still useful for an RC.
also fyi 20% enchant spears aren't optimal. 40/20/20 staffs are more beneficial when you're casting enchantments and the spear is better suited for adding armor or health to your defensive set.

Why would you ever play RC in PvE?

your original post said nothing about a PvE-only limitation on suggestions.
staves are not strictly better than wands. non-enchantment prot spells should ideally be cast in a 40/40 prot set. however, if you're running anything but a pure prot monk you'll probably just have a 40/40 heal and 40/20/20 prot.
whether or not you ever play a pure prot monk is irrelevant; a 40/40 prot set is still the only reason to use a prot wand over something else. if you want to use the wand anyway without worrying about max efficiency that's fine, but in that case i don't see the point of this thread.

RC can be usefull in condition heavy areas, Big heals & condit removal are nice IMO. But how many condit heavy areas are there in the game? - not many, better off rolling something diferent.

I've been Monking for a long time... and I have never used a Prot build that didn't bring enchantments. Bringing a weapon with enchantment lengthening does wonders, so why would you use anything else unless you are also bringing a high energy set?
Also, a little off-topic but don't forget that on all martial weapons, you don't have to use "I Have the Power", but "Let the Memory Live Again" (10% HSR all spells) helps to duplicate a 40/40 set but with the benefits of the 20% enchantment lengthening, or whatever your preferred pommel is. Back on-topic, sell the Frog Scepter and buy yourself something nice.

You might want to include more details about the wand stat wise and the colour.I would say if it is gold try sell it purple to merchant or blue.You might want to spec. in protection at sometime.It is your call.

OK there really isn't much you can use it for. You'll probably better off selling it. Since its a rare skin, it'll go for alot anyway.
